Ability to change affiliate and commission if previous commission percentage was 0%

If a transaction processes and the related commission percentage is set to 0% vendors cannot change the commission percentage as PK marks the related commission as paid because it was originally 0%

We will be looking into additional logic to provide vendors with the ability to override the 0% commissions for transactions or subscriptions.
